   Going by rents and housing
prices, places like New York and
San Francisco would seem to meet
with the approval of many people.

They're in high demand, so the
   market should supply *more* of
   them, right?

   But it can't: the buildings
   there are too close together
   for code; the businesses
   that exist there couldn't be
   created now without the
   legally demanded acres of parking.

   The cities of our grandfather's
era can only exist where they've
   been grandfathered in.
