A phrase that Bruce Schneier has popularized:
"movie plot threats. He complains of the
tendency for "security" professionals to
conjure up dramatically vivid but tremendously DRAMATICS
unlikely scenarios, and then propose policies
to prevent them from happening.

A good example might be the restrictions
on bringing bottles of fluids on to air
planes. There's never really been an
example of someone trying to pull off an
attack using a liter water bottle, and
it isn't at all difficult to think of TIPS_FOR_T
alternative attacks that would be if
anything easier to pull off, but still
we all go along pretending there's
some purpose served by these odd rules. RISK_ASSESSMENT

    (And it's a good thing they're
    keeping people from clipping
    their nails in-flight, eh?)
