Hello there are many good books on Apache and many tutorials on
www.webmonkey.com and even www.apache.org which cover in great depths the stuff
you typed out below

Yes, you should leave your DocumentRoot to /home/httpd/html because It is
important to standardize things.

And if you want to allow users to run cgi in there home directory look for a
tool called cgiwrap in your search engine.  I believe the latest version is
version 3.6.3.
