I guess I overused the word "shadow".

The shadow directory has nothing to do with the shadowdb.  The shadow
directory is used by the "old-style" email system.  It keeps a plaintext
version of each bug.  Whenever the system thinks a bug may have been
changed, it regenerates a plaintext version and diffs it against the
version in the shadow directory.  If they are different, the diffs are
emailed out and the version in the shadow directory is updated.

Deleting things from the shadow directory will just cause a bunch of
"new bug created" emails to eventually happen, and the files will be
recreated.  I suggest you just leave it alone.
