Qt Free Edition 2.2 and later is licensed under both the QPL AND the GPL 
(and, at the top of the TOra page, it says it requires Qt 2.2).

I haven't built it yet against the Qt installed for KDE, but I strongly 
suspect that TOra works with the Free Edition of Qt (if there is even a 
difference between the full and the free edition, as far as the 
libraries go).

It seems to have become more restrictive again. All of these links 
have disappeared in the last couple of hours. The free license is now 
not mentioned at all and only the $1500 developer license is 
available for UNIX it seems. Shame too, the bumpf on TOra looks very 
good.

All three links were valid this end about 3 hours ago.  Maybe a lot of us have
logged on and put the wind up them? :)

Though it seems our discussions have also co-incided almost exactly with their
release of Qt3, and they appear to have changed the entire site.  Ah,
serendipity.  The best links I can find now are:
