I think that KDE has a development environment, but I've never gone looking for it. GNOME has GIDE (a code editor) and GLADE (a point and click GTK+ GUI builder which generates code stubs), neither of these is 100% complete yet. There's also the open source Code Crusader http://www.cco.caltech.edu/~jafl/jcc/ that's based on MetroWerks CodeWarrior. Right now, there is no point and click, all in one, wizard based programming environment for Linux (whether that is a good thing or not is debatable).
