There is color-theme.el which does exactly that.  There are about 30
color themes available at this time.

BTW, if you worked hard on your color-theme, I'd like to add it!  In
order to do that, load color-theme.el, run M-x color-theme-print and
send me the output.  :)

With a little effort (about 20 min) I managed to make my Emacs .emacs
file loadable by both Emacs and XEmacs.  My .emacs is around 1100
lines.

If you worked hard on your color-theme, I'd like to add it to
color-theme.el.  In order to do that, load color-theme.el, run M-x
