Rawrite requires a floppy that is at least
low-level formatted.  fdformat does a low-level
format.  So does DOS's FORMAT A:

You're ready to run rawrite.   Or, under Linux,
you can run 'cp boot.img /dev/fd0' to accomplish
the same as rawrite.

Either way, be sure the floppy light is out
before you eject the floppy.  It takes a minute.
