I've got two questions about latex.

1. what is the command for underlining as auc tex doesn't
seem to have it?

2. how do you insert a $ in text since they are normally
treated as math formula indicators? For example, how would
you insert $29.95 in actual text so it comes out that way?

First, I'd highly recommend to LaTeX book (Lamport) and "The LaTeX Companion"
(Gossens, Mittelbach, ...). They can probably answer most of your questions.

Another good resource is the comp.text.tex newsgroup (querying "latex" and
"underline" on www.deja.com will generate numerous hits in this group).

For what you're immediately interested in:

1. \underline{text}
2. \$
