This may be a window manager tweak. I'm using sawfish, and there's a checkbox "Dialogs appear on the same workspace as their application". When I get a galeon timeout dialog (and I'm pretty sure that mozilla did the same thing) it pops up wherever I happen to be working at the moment. I can just dismiss it and go back to the browser when I'm ready. ===
