This is a slightly different answer, but almost all DSL providers give you a backup dialup account. Agree. Raw Bandwidth service is excellent, they provide better support than Pacbell for T-1 line in my experience. They support shell account which I never used, primary or secondary DNS, news, time service, good speed. Highly recommended. I use their service since October 2000 and had only one downtime in the last 6 months. Not sure why, but powercycle on the modem took care of it. ===
