That's an outdated rule.  The whole reason for that rule is so that the
swap partition had sufficient space to save a crash dump.  Since Linux
doesn't generate crash dumps, the rule is nonsensical.

My suggestion is to simply guess how much total memory you'll likely
need will be, subtract the amount of physical memory (RAM) you have.
The remainder is the amount of swap you want.  For instance, if you
think you'll only ever need 128 MB of memory, and you have 96 MB of RAM,
you only need 32 MB of swap.

That said, there's nothing wrong with having "too much" swap.
