There are some things that I know:

  Advertising-support corrupts.
  Government-support subverts.
  Paywalls divide.
  Non-profit rules complicate.

    So, I conclude:
                                       
          A private agency accepting donations.           
          And the smaller the donations, the better.
                                        
                       Leveraging existing sites is okay:
                       kickstarter, gofundme, patreon...



Identities must be verified,
though need not be revealed.                 TOS: rules against sock-puppets,
                                                  require disclosure.
   Two classes of contributors?
                                             This must be verifiable to be
                                             enforceable... it *has* to be
                                             enforced, though just by spot
                                             checks would be okay.

                                             A snail-mail verification
                                             step for real geolocation:
                                             must reside in a legally
                                             compliable zone.
