A *political* romance novel.

The rich beating their heads
against the problems of the poor.

Passionately arguing in favor of
  (1) protectionism
  (2) non-judgmental, non-religious charity

      (of the care-not-cash variety).

The main character sincerely takes the "it's all
society's fault" line, absolving the poor over any
responsiblity at all for their own transgressions.



                                  The romance-novel plot depends on a
                                  stubborn rigidity on all parties,
                                  where everyone avoids doing what
                                  they should obviously do.

                                       Not an unfamiliar
                                       syndrome, in fiction.      And out?
