technique established governments
use against dissident factions.

These are definitely still in
use, and certainly they're used     REGES
by the US government.


Provocateurs infilitrate
organizations by joining them
the way any one else would.

They then attempt to stir up
trouble inside the organization.

   to insist that the
   time has come for
   violent revolution.
